Deceitful idiot, Abbiy is telling the Western leaders he is seeking not ownership of a port but paying for port services like he does in Djibouti. He tells them that he has the right to port services as a paying customer. Djibouti is monopolizing and he is having problems since there no competitive prices provided by surrounding countries with Maritime access. I know The jerk in Eritrea is behind this.
