All Somalia has offered Ethiopia is to adhere to the provisions set out by the United Nations Convention on the Law of the Sea (UNCLOS). In other words, to use Somali ports the same way as Uganda uses Kenyan ports. And nothing more.
This fucker doesn't even know that the Somali government is incapable of offering any port to anyone, as the ports in Somalia are dispersed within federal states and are part of these states, and therefore the Somali government is not in a position to give them away, even if it wanted to.

After bringing the two countries' governments to the table last year, Turkey struggled to reach a technical agreement on a port outlet for Ethiopia in Somalia. Discussions have been suspended indefinitely.
After reportedly postponing three previous meetings with PM Abiy Ahmed, the Somaliland leader is now expected to visit Addis Ababa in the coming days. The trip may be prompted by Cairo’s recent strong stance on Somalia’s sovereignty.
