There is an engine for a change, without which there can never be a change.
In the case of development the engine is the rich, which has the money and any other resources needed to reach the goal. If you are about just looking behind of the poor, then you have already predestined yourself: you can never make any progress. You keep filling the bellies of the needy. The choice is yours.
Ethiopia decided, under the leadership of PM Abiy Ahmed, to take the route of making progress instead of just looking after the needs of the poor.
The change itself will eventually pull our the poor itself from the quagmire it perpetually finds itself in Ethiopia.
You can keep shedding your crocodile tears perpetually, the train of change has already departed towards its destination, look at what has happened in the last 4 to 5 years in Ethiopia. Among others the GDP itself has doubled, not so common in the rest of the world.
