Why was he unable to establish long-term lasting alliance?
Notwithstanding Horus's flip-flop behavior, is he right in identifying Abiy Ahmeds's
untrustworthiness as the main reason that is stopping him from building lasting relationship?

Abiy plays a zero sum game , 100 % for him & 0 % for his alliance partner . He is a lier & cheater . No one can have a sustainable alliance with this man including his subordinate Ministers which are under him for opportunistic reasons.
