Abiy recognized TPLF as a legal political party, of course while believing, that TPLF started the war, though contested by TPLF, when it signed the Pretoria Agreement.

Months or a year after the Pretoria Agreement, Abiy makes peace with OLF and ONLF and writes a law legalizing these former gorilla grups considered "terrorists" to register as legal political parties.

Abiy throught its National Electoral Board believes now that this law he enacted after the Pretoria Agreement shall define TPLF's prior activities to the law as terroristic but not acts of war. Therefore, TPLF as a former terrorist group shall respect his new law and re-register as a political party.

I was wrong.
The law that required former terrorists to register as legal political parties was enacted before the Pretoria Agreement. TPLF, OLF, ONLF, etc were condemned as terrorists in the law. It shoul re-register as a political party in order to run elections in Ethiopia.
