I can't understand what they are trying to achieve by bringing many different organizations under the same roof. How efficient is that, how practical would it get?
There is already in my view one handicap of the whole setup, it is not End-2-End. You can't digitalize a subset of your services and expect a service efficiency or the intended transparency of the whole. This leads to a short-coming known as media-break.
Part of the organization's services are provided electronically, part stay in the old-paper based, while all of them need to access the same common database for them. This will lead to complication of the whole, I am really afraid.
