Besides anything subtle or not immediately obvious, these are countries that are perhaps the most peaceful, politically stable, some even very democratic [Botswana, RSA, Nigeria and Kenya to some extent] exemplary countries in Africa. Though Rwanda probably might be included in the list for keeping good terms with the West (except Belgium of recent). I don't like Rwanda because of dictator Kagame who became a thorn in mud for DRC.
Ethiopia will be diplomatically shunned or neglected for a while as far as droning civilians/civil war and Ethnic strife continues. Your colonel is not in that good terms with the west. He behaves like a village boy full of hate for certain ethnics (specially Amhara), not trustworthy for a stable deal and failed to control the countryto bring about peace.
