The second and equally vital phase is diplomatic recognition—acknowledgement by other sovereign states. Without such recognition, the legitimacy of statehood remains in question on the international stage.

Thus, the system by which a country governs itself is, strictly speaking, irrelevant to its status as a sovereign state.
