part of the mob commanded by the troubled guy in the name of Iskinder, when he was beating around as የሕዝብ አደረ ምክርቤት or something very similar.

The same old and discredited AI report?
"none of the people reported receiving compensation".
When somebody writes such a claim in its "research" paper, that body has discredited itself, before anybody else adds anything to it.
If the research paper thinks it has got an evidence for its grand allegations, then it is duty bound to present that and allow the reader to judge its findings. Else it is burning from outside in out of envy of poor people's development in the third world.
