Amb Fesseha just revealed that, it is the 3 veto-wielding permanent members of the UN Security Council that make all the decisions for Ethiopia and Kosovo. This is a devastating news for us Ethiopians who were led to believe that we had the power to ignore an international court order when it reality, and in the grand scheme of things, we are just pawns in the geopolitical game.

The UN is not an independent entity. Any of the permanent members of the Security Council can derail any UN action. The Agames could and should have rejected their Amercan masters' machinations to prolong the conflict by refusing to implement the border demarcation. They should have known that in the long-term, they would be the losers. But the [deleted] were drunk with their new status as prime looters of Ethiopia. They are now trapped. To do the right thing when you have no options left is the fate of losers!

You got the wrong end of the stick. He is not implying that the UN failed to demarcate the border. He is saying the UN will do it when both Ethiopia and Eritrea gave their green light for the actual work to begin.
