The question is, does it even make any sense? Tigray has been under total anarchy. It is a failed province so to speak. I do not see any difference between Al Shabab run Somalia and Tigray with different Woyane versions squabbling - Woyane2nd, Woyane 3rd, Woyane 4th , etc. Abiy Ahmed intentioanlly made Tigray chaotic when he ordered so-called ENDF in the 1st phase to leave Tigray. Amhara Special and Fano paid heavy sacrifice to free Tigray (until they pass the responsibility to ENDF).
