The IMF told Jamaicans, the IMF is a for-profit bank, not an aid agency, and you will pay back your debt at full interest rate, and we will impose tremendous restrictions in what you can spend. If you can't pay back your debt, then we will put a set of measures, such as privatization to transfer state-owned assets into foreigners hands.

Behavior has an opportunity cost. You always choose to do X at the cost of not doing Y.
