In the US, presidents are compared based on their effectiveness more scientifically. Under Obama, the economy was excellent. Foreign threat was dealt effectively and efficiently. Foreign Terrorism was uprooted right away. Bin Laden, Gadafifi and the Issis terrorists are to name a few. He contained Putin effectively as well. Putin saw him as the most dangerous nemesis during the Issis wars. That is the very reason he ranks on the top. Isayas did hate Obama for a very good reason. He locked him up.
