Tigray never said it produced surplus wheat. It is always transparent when it comes to famine, draught and shortage of food. So it is always given what it needs from international aid agencies. But your satan Mamo Killo is the one lying and covering up the ongoing starvation and 10s of millions of internally displaced people that rely on handouts to survive. The city dwellers are also starving at every city accross the country. So your suggestion the Russian aid will go to Tigray is unfounded.
