Eritrea and the late U.S President Jimmy Carter

During Carter's presidency, his foreign policy on Eritrea was:

1. Keep our distance from the whole problem-essentially a continuation of what we have been doing for a long time.

2. Work actively for a negotiated solution; encouraging the Saudis, Sudanese and others to reduce their support for the "insurgents".

3. Encourage greater support for the "insurgents", so as to make the Ethiopian/Soviet/Cuban fight more costly and increase tension between the Ethiopians and the Soviets/Cubans.

Peace Talks, between Eritrea (EPLF) and Ethiopia.

- In 1978 Osman Saleh Sabbe, then ELF Chairman, wrote a letter to then President Carter to help Eritreans in their quest for self-determination. Sabbe argued, that forcing Eritreans to remain under Ethiopia or restoring the unjust federation would lead to the disintegration of Ethiopia. (letter )



- On Sept. 7, 1989 peace talks between Eritrean People Liberation Front & Ethiopia was held in Atlanta, Georgia, chaired by President Carter. The mediation ended on Sept 19, 1989 with an agreement on some issues.

- On Nov. 20 1989, the EPLF, & the Ethiopian gov/Derg continued the peace talks in Nairobi, Kenya under the auspices of the Carter Center & by the invitation of President Arap Moi of Kenya. The peace talks lasted until November 29. At Nairobi Peace talks, the Parties agreed on 3 issues that weren't agreed upon in Atlanta, cleared the way for substantive negotiations, agreed to invite ex Tanzanian President Julius Nyerere to be co-host with Carter during the main talks & the two agreed to choose the secretariat & support staff.

The most difficult issue that the Parties discussed & finally agreed on was "who would serve as international observer" during the main talks. 7 observers, 2 by each Party & 3 by mutual consent. Kenya, Sudan, Tanzania, OAU, Zimbabwe & Senegal were invited & accepted the invitation

However, the UN declined to serve as an observer. Then UN Secretary-General Javier Perez de Cuellar, in a telephone conversation with Carter, explained that the organization could only become active in conflicts between two member states.

- On June 11, 1990, Isaias Afwerki, then Sec General of the EPLF, wrote to Presidents Carter & former Tanzania President Nyerere that it had withdrawn from the Peace talks. The EPLF accused President Carter of acting in bad faith in not wanting to involve the UN in the issue. Presidents Carter and Nyerere, called the decision "a tragedy".

Both sides have been given every opportunity to participate in a forum to resolve this conflict peacefully.

They called on the armed forces to declare a unilateral cease-fire throughout the north in order to facilitate the delivery of relief aid to drought and famine-stricken areas.

Perhaps the most tragic aspect of this turn of events is that some three million people may simply starve to death, if relief supplies cannot be delivered.

- On June 4, 1990, President Carter received a communication from then Ethiopian leader Mengistu authorizing the Carter Center to extend an invitation to the United Nations on behalf of the Ethiopian government to serve as an observer.

- In 2005, Carter said that

Bravo President Isaias! Jimmy Carter feared that involving the UN in the so-called "Peace Talks" between Eritrea and Ethiopia would require the UN to revisit its December 1950 UN Resolution 390 A (V) that was authored by the US to federate Eritrea with Ethiopia, and find that Ethiopia's annexation of Eritrea was in violation of the UN Resolution and international laws, which would implicate the UN in gross human rights violations against the Eritrean people.
