Yes, his loss to Fano is the single most reason for creating such a stunt. If he were serious about access to sea, he would focus on Assab - because Assab is not only the most feasible, logical but also the most legally valid and winning case.

He could also try to create military skirmish with Somaliland so as to please the failed state of Somalia. By doing so he might want to out smart Eritrea and Egypt and try to steal the heart of Hassan Sheik. Neither Eritrea and Egypt has the means or at least showed they will go war against Somaliland.
