Why Abiy will struggle to make peace deals in Amhara/Oromia

As we seen the first peace deal Abiy made was in West Shewa where around 800 OLF operatives switched sides but were not even disarmed. They were brought to Ambo armed and shooting than they were brought to Addis shooting and they killed a mother in addis .
You know when the gun is not silenced it's a foreshadowing of more violence to come.... just like in Amhara when Fano use to disturb residents in cities during the TPLF war.
Shooting recklessly in the city means lawless behavior and future calamity will strike
Abiy Satan Ahmed tried to trick city residents that all OLF surrendered to PP which is false
As of now in West Shewa only 30% of OLF soldiers accepted the PP rehabilitation program.
Abiy also did this to convince and confuse amharas
But abi failed miserably neither Fano and OLF have made peace deals
The fact that ABI allowed OLF to roam cities with weapons shows amharas not to trust the government
The racist government expects fano to lay arms down in its own region while Shane is armed in the capital and not disarmed. The message is clear from the federal gov to Amhara to not disarm but rather remain armed no matter what
