They can sign whatever they want and can even tattoo it on their Bantu ar'ses.
The UK, which is a much more powerful country has already signed with Kenya not a simplistic MoU, but a formal defence agreement to jointly fight Al Shabab, and this hasn't achieved anything whatsoever.
We've no problem with that. They can fight whoever they want, whether it's Al Shabab or unidentified flying objects in their countries but not in Somalia.

FYI, when it comes to Ethiopia, Eritreans and Somalis are one. Put this in your chicken brain. How many times have you noticed me speaking on behalf of Eritreans? oftentimes, right?
