If you’re reading this there’s a good chance you’ve heard of Maslow’s Hierarchy of Needs. If you haven’t heard of it, I will provide a brief overview.
Maslow’s Hierarchy is one of the single most important psychological concepts out there. Enormous amounts of insights can be derived from this model regarding human behavior on both an individual and collective level.
Maslow's Hierarchy of Needs
The key idea, from the originator Abraham Maslow, is that lower-level needs must be satisfied before higher-level needs can become motivators. For example, if someone is struggling to put food on the table, they're unlikely to be focused on gaining recognition at work.

In a televised address to the incumbent Prosperity Party leadership, Prime Minister Abiy Ahmed stated that Ethiopia’s ultimate focus should no longer be on achieving three meals a day. "Eating three times a day cannot be our ultimate goal," he said, emphasizing that his leadership and party are committed to the "three Hs": happiness, harmony, and human excellence.
Abiy explained that fostering happiness, regardless of how often people eat, building harmony among Ethiopia’s diverse communities, and striving for human excellence are more meaningful and sustainable goals for the country’s future.

does that mean PM Abiy is on a higher level of the hierarchy than the former PM Meles, who was known to have set his governments goal of enabling Ethiopia to eat 3 meals a day?
Here I am not condemning Meles and endorsing Abiy but just to help me understand if Ethiopia has now moved a step or two up along the hierarchy you presented?
In that case it already a sign of progress and Ethiopia has gained something in the process. In that case Omen to that!

It seems the Sheger Education Bureau is in touch with the reality on the ground. When teachers and government employees miss lunch because they cannot afford 3 meals at the current inflation and economic climate, trying to meet their basic level needs is a welcome temporary solution.

you tried to avoid answering my question but then you indirectly answered it here with your second post:
yes, Ethiopia's current major concern is not about feeding itself instead it is about achieving something more, like self-esteem and self-actualization, because it can already afford to feed itself confidently.
In his recent address to the parliament the PM has stated that his government has allocated something over 700 Billion or so ETB for government subsidies, this is more than what used to be the whole government budget just before few years, he added.
So, why do you wonder yourself about the simple matter of offering meals to school teachers? Ethiopia can feed any of its citizens, if a need may arise. But that should also be done in a way that wouldn't take out the citizens' own motivation of self-sufficiency.

take your time and listen to the following address of the PM to the country's parliament and judge for yourself if Ethiopia's current need is about feeding itself or something higher along the hierarchy of your diagram.

I would expect most people in the parliament would be at stage 4 or 5 on the hierarchy of needs.
The key idea is that lower-level needs must be satisfied before higher-level needs can become motivators. For example, if someone is struggling to put food on the table, they're unlikely to be focused on gaining recognition at work. You start from the bottom of the pyramid.
From bottom to top, the levels are:
1. Physiological needs (food, water, shelter, rest)
2. Safety needs (security, stability, freedom from fear)
3. Social and belonging needs (friendship, intimacy, acceptance)
4. Esteem needs (respect, recognition, status)
5. Self-actualisation needs (achieving one's full potential, creativity)

Hi sarcasm,
how are you going to categorize the current aspiration of Ethiopia after seeing that Ethiopia is no more training her young professionals in just subject fields like biology, chemistry, mathematics, physics, or even economics and the likes but also in national intelligence skills? Which step of the ladder is Ethiopia in this regard?
I don't think a nation aspiring to be called the Powerhouse of Africa can afford to just seeking to feed itself 3 meals a day, don't you agree?
