Legal loophole in Ethiopoa's recognition of Eritrea's Independence

The very important legal requirement for Eritrea's independece to be complete is the ratification and signature of the referendum by the Ethiopian Houses of Parliament.
Eritrea chose a short cut and declared independence without a signed certification of ratification of the referendum by the Ethiopian parliaments.
The former Ethiopian Democratic Party of Ethiopia, known simply as EDP, argued that the Eritrean independence was not legal because it declared independence solely based on the referendum result that was not ratified by the Ethiopian parliaments. Without ratification any law by the Ethiopian parliaments, no laws are legal and enforceable.
I am not sure whether Abiy Ahmed is using this loophole, this unfinished business, the shortcut Isayas used to declare independence, to nullify the Eritrean independence.
