We are halfway in the completion of 2.1(d). Tigray has handed over heavy weapons as confirmed by AU MVCM Team on 10 January 2023. Tigray has completed its half. The other half is "the withdrawal of foreign and non-ENDF forces from the region." The Federal Government has not completed its half. Only when AU MVCM Team have confirmed that the Fedral Government has completed its duties that both parties can move to DDR.

The commette shall comprise two representatives from the parties and one representative from the AU monitoring and Verification Team.

If there was good will, it could have been done. A delay is possible, but when the delay reaches more than a year, we go beyond the administrative problem.

At first there was progress. Public services had been restarted. Communications, electricity, transportation, government funding. Everyone was happy. We were moving forward. And most importantly, there was no more fighting. Even though peace was not established in all of Tigray, most of the territory was under the control of our government…
But the most important thing is that there was no more fighting, no more killing, no more destruction, no more bombing. So it was very positive…
But after a while, progress slowed down. The biggest problem is the presence of genocidaires in Tigray. They have not left. There was Pretoria, an agreement to which the Nairobi declaration was added a few months ago. It was planned that once the handover of our heavy weapons was completed, the withdrawal of troops would be carried out at the same time.
Then the return of the displaced people to their homes was planned, and a real interim administration was set up...
But the withdrawal and return of the displaced should have been done last year. We are more than a year behind schedule. And in the meantime, people are dying due to lack of humanitarian aid, care, they are still very psychologically affected, while in the still occupied areas, the genocide continues… So the suffering of the Tigrayans and the Tigrayans continues. We are still in agony.
Yes, at the beginning it was very positive, there was great hope that peace would be complete, that the armed groups would withdraw, that the displaced would return and that rehabilitation would follow, etc. So today our feeling is mixed on the application of the agreement...
Why do you think this agreement is taking so long to be implemented? Some people talk about a lack of political will.
Absolutely. Because the agreement clearly states that the responsibility for these largely delayed steps lies with the federal government…
It is Addis Ababa that must carry out the withdrawal of the Amhara and Eritrean forces. The Amhara are part of the government. The Eritreans are part of an alliance with the federal government, so it is the government that is responsible, it is the government that must tell the Eritreans and the Amhara to go home.
Do you think that this inaction is deliberate on the part of Addis Ababa, as if the federal government wanted to attack Tigray again? Or is it simply administrative slowness, for example?

Obboletti Eden... Genuine question: what non endf or foreign forces are there in tigray then?
Tigray proper, not disputed lands like welkait and badme, which, no offense, you guys should give up on. Wanting a safe place for the idps is fair and just; but those aforementioned lands are gone forever. It's the harsh truth. I can understand why tigray would still maintain a large armed force but to even entertain the idea of initiating another round of hostilities wouldn't be smart, to say the least.

No. I personally admit that I do not know enough about the history of those disputed lands, to support either side.
I'm just saying that I do not think tigrayans are wanting to fight another devastating war. It'd be calamitous for the entire country.
If the fano side is saying Ethiopia is for us all, then they should welcome the displaced tigrayans with open arms.
But expecting them to withdraw and let tigray administer those lands? Not so sure about that.

Commitments MUST be fulfilled. Pretoria is an internationally brokered agreement and fulfillment of every line of the agreement MUST be verified by AU Military as per the agreement.

We also welcome the April 2024 publication of Ethiopia’s Transitional Justice Policy and the completion of the Transitional Justice Implementation Roadmap as important building blocks to achieving accountability and reconciliation.

First of all, Tigray is one of the provinces of Ethiopia. It is not a country at all and cannot enter in any international treaty with another sovereing state, unless one says Tigray is the Lesotho of East Africa.

Second of all, if Tigray one of the smaller provinces of Ethiopia can enter in an international treaty why cannot big provinces of Wolo, Gondar, etc. enter in the treaty; if they do not enter in such a treaty, cannot they refuse or stop such a treaty and over write another treaty.
Third, how can a treaty between OLF and Woyane be a treaty for Amhara? How dare you say OLF can enter a deal on behalf of Amhara - OLF that intensively engaged in cleansing of ethnic Amhara; and in fact, cleansing other ethnic groups of Ethiopia with the wild ambition of expansion and becoming another Lesotho.
Fourth, who make either Blinken or Mike Hammer, the president of Ethiopia? It is a very retarded Woyane style thinking to
believe Blinken or Hammer can break the spirit of Amhara. All Amhara knows, the U.S. is the loyal friend of Woyane and OLF. The U.S. which said that TPLF is 99.9% democratic government, breaking the record of the world, can still say sh!t Pretoria thugs treaty is the best deal ever signed between two anti-Ethiopian thugs of Woyane and OLF. This is just like praising the Berlin Treaty of colonizers for the scramble of Africa.

Abiy Ahmed broke the Pretoria agreement,the deal was done by TPLF & PP, hence the failure of recognizing TPLF,is the failure to accept &Implementing the Pretoria agreement
