Henry Henry Kissinger was an American diplomat and political scientist who served as United States Secretary of State from 1973 to 1977 and National Security Advisor from 1969 to 1975, in the presidential administrations of Richard Nixon and Gerald Ford.

The confidential report on the future of Ethiopia was issued in 1972 when the country was ruled by an emperor whom Kissinger called his "staunch ally", a pseudonym for a "useful idiot" -- an unwitting ally, usually a low IQ person who can be manipulated to advance the political agenda of others without fully comprehending the consequences of their actions.

During the following decades, similar useful idiots with even lower IQ were to rise to power in Ethiopia, a country condemned to perennial internal conflicts by design so it may externalize the conflicts to neighboring nations through illegal wars of invasion, occupation and annexation.

Sadly, some semblance of peace brought to Ethiopia through the efforts of neighboring nations in 1991 and 2018, was rejected outright because peace is believed or perceived by low IQ people to be the lack of power to destabilize self and others.

Ironically, the silly phrase "የኢትዮጵያን መዳከም የሚፈልጉ ታሪካዊ ጠላቶች" is often repeated and used against the peace-maker neighbors (Blessed are the peacemakers - Matthew 5:9), while those who authored the confidential report on Ethiopia to keep it in "perennial internal conflict" are lauded and praised for "having Ethiopia's best interest at heart." I didn't know food-aid could have so much clout over aid recipients. The culprit behind low IQ is therefore the consumption of food aid. Bon appétit!
