- First talk to each other and find a minimum ground to start working together. Build it up from there.

-second build a good relationship with your giant neighbour Ethiopia. Unilaterally and together. There is a lot to gain than lose.

That is the way to go. Picking up fights, wagging war and conspiring to those useless 3rd world wannabe hegemonic is a wrong way to go.
