Who would trust Abiy if he apologize for things that gone wrong?

My own understanding is Abiy Ahmed does not understand the whole concept of apology nor would care to apologize.
As apologies come in different varieties - Formal,public and private.it is fair to say Abiy will never come out and apologize in public (genuine or insincere ) apology.
Ardent Abiy supporters are trying to blame PP officials for the abysmal public security in the hope the PM can wiggle his way out of the responsibility by offering apologies.
Believe it or not ,some of PP supporters count on the forgiving nature of the public.
But who would give Abiy another chance even if he apologizes on bended knees?
