4. Ccat, Qat, Khat. Its effect on human body has been compared to the effect of coffee. Just like coffee, appetite and loss is attributed to it. Not mind-altering, not judgement influencing as alcohol or cocaine or cannabis

Always, in public policy, review complaints, gather scientific evidences, consult communities and secure consensus, then draft a law. Debate the proposed law. Majority vote makes it a law. No scientific evidence that ccat(Qat) is more addictive than Coffee is. UK and US scientists studied the plant and compared its effect after consumption to that of coffee. It's legally sold as cigarettes and its closest match coffee. Deadlier beverages are also legal substances sold such as tej, tella, areqi, beer, whisky, vodka.

I would first support education, and counselling services for addicts, rather than punitive measure because its not as dangerous as tobaco or alchohol or drugs.

There are many fun things that cause dependence such casino games and sport bettings. Harmless enough to the larger society to make them illegal. Only education and counselling will troubleshoot the problem than criminalizing the addicts.
