Who is responsible for the slow implementation of the Pretoria Agreement?
According the agreement, the accountability for the implementation lies between the Tigray temporary administration and the Abiy government. However, according to confuse & decisive strategy of Abiy , Tsadikan & Getachew the TPLF is to be blamed for the too slow implementation.
