Sadly Ethiopias leaders will always be subservient to those who fund them. It goes back to the days of tewodros, yohannes and menelik who all begged the Europeans for armaments and aid to conquer their neighbors. Ethiopia itself would not exist without their aid. But now the question is, what's the solution? Can't even say. But the truth is, Ethiopia survives on aid. Until it can become self sufficient, it'll be a client state. 
Also I see disintegration as the worse option, for several reasons, primarily due to non stop border wars that'd lead to millions of refugees flooding the region and beyond.
I think "they" want Ethiopia to remain intact but perpetually trapped in poverty and internal conflicts.

When Judas betrayed Jesus for 30 pieces of silver coins, the devil threw a big party in hell to celebrate the mother of all betrayals.
Similarly, when Abiy betrayed both Somalia and Eritrea, the agame said "Abiy is one of us," and they celebrated his betrayal as if it was the best thing that ever happened to Ethiopia. We watched them over and over again equating Abiy's betrayal with brilliance and cleverness, while priding themselves on their past deeds destabilizing Somalia and waging a war on Eritrea, the two main reasons why Ethiopia now finds itself teetering on the brink of fragmentation and dissolution. It's a curse. In the end, ይሁዳ ራሱን ሰቀለ
