1. Tigray was never colonized by a foreign power like Somaliland was colonized by the UK.
2. The last war between PP and TPLF was a power struggle within the state of Ethiopia, a civil war.
The AU Charter states that African countries retain the borders they had at independence. Thats the territory of their sovereign rights and one in which they establish a sovereign state. I can copypaste the link from the AU website.

FYI, the principle of the respect of borders existing upon achievement of national independence applies also to Somalia.
