That execuse won't hold water as Amhara is not on power at least in those four administrations in the last 50 years (Mengistu - Galla, Meles -Agame, Hailemariam - Wolayta, and Abiy - Galla). Chasing and harassing Amharas while they were not in power in four adminstrations is purely pre-planned, pre-meditated and organized by elites in the horn call it agame, galla or skunnnni.
