There's no such thing as SLCAAA, in the first place, as it's not recognised by ICAO, which is a United Nations agency.
According to ICAO, "Somali Civil Aviation Authority (SCAA) is responsible for the provision of Air Navigation Services in the entire airspace of Somalia including Aeronautical Information Service/Management.
If it insists, then, the only two fuc'kers who would pay the price are its own people and the airlines, as the airlines would stop flying to this enclave. Obviously, it's far'ting louder that its ar'se can handle.
Trust me, Mogadishu has been very nice to these fuc'kers, as it has allowed international flights to fly directly to this region, rather than asking every international flight to enter the country via Mogadishu airport, like many countries around the world do.
