Developed countries have sophisticated system which determines taxes citizens and companies have to pay from.their annual incomes to finance government services. Despite this, some individuals and companies find loopholes to avoid payment of taxes.
Brantford, ON, Pop 102, 000, the City of the famous Canadian Hocky Star Wayne Gretzky , is owed Canadian $12.7 million.

His conclusion: Egypt is rich but poor becayse it doesn't have a good system of collecting taxes and measuring individual and corporation wealths.
