Shouldn't Tigray pay war reparations to Ethiopia?

TPLF started the war against Ethiopia. Got defeated soundly. The party that started the war when defeated pays for lives lost and properties destroyed called war reparations.
I think Ethiopia did not negotiate well in the Pretoria Aggreement and failed to include war raparations clause.
Instead, it has given TPLF Eth$45 billion for the reconstruction of Tigray. It wants more.
