If Mengistu Haile Mariam was Oromo than why Tigrays blame Amhara's

Amhara and Tigray are brotherly people. Seems unfair that Tigrays blame Amhara's for the actions of Mengistu Haile Mariam, an Oromo.
Likewise Abiy Ahmed is the new Mengistu Haile Mariam but even worse. Will Tigrays blame Amhara's for the actions of Abiy Ahmed.
