Been that way since meneliks time. His armies were starving too and used to raid the south and even the east/somali areas for food, cattle, livestock, etc. Haile Selassie dogs ate better than millions of his own people in Shawa (amaras, oromos, etc). Mengistu spent millions on war and celebrations instead of spending on modernized agriculture, tplf and eprdf looted billions, etc.
What is being done to change that, in the year 2024 is the real question.
