FYI, it's not a federal state that decides on whether a foreign army could stay in Somalia. This decision exclusively belongs to the government and, to a certain extent, the parliament.
Foreign armies in Somalia have been in Somalia not with the permission of a federal state but the government.
Just think of why the UAE, Ethiopia, or even Taiwan, etc., can't bring their armies even for a training into the breakaway region of Somalia, as we know, the UAE would grab any chance to crush Somalia to take its revenge on Somalia for not bowing to it and allowing its destructive evil project - as it has sadly achieved in Libya, Sudan, Yemen, and Chad.
