As far as I know the ultimate goal of Shabia is decimating the Amharas and other true Ethiopians in favour of a weak and unstable Ethiopia.
The EPRP, OLF, ONLF, TPLF and G7 are directly or indirectly the creations of Shabia.
So, it is not being hesitant instead it is a longstanding principle of Shabia. After all all the proxies above specially of TPLF and now OLF flip their middle finger once they achieved their goal.
By the way why are some of the FANO supporters hoping for some kind of help from Shabia? Remember nothing is free, TPLF paid by handing over ports and writing an OK letter to the UN. And PP paid Shabia by handing over disputed territories and writing a letter to the UN to lift off sanctions.
FANO is an organic struggle born locally out of the people. Please do not invite the devil to the dinner as the price will be too much to bear.
