Ethiopians and Low IQ

During the construction of the renaissance dam, many Egyptians were jumping up and down because they were worried that the construction of the dam might deeply affect their way of life and deprive the desperately needed water for drinking and farming. Some of them were claiming that Ethiopia unlike Egypt was a blessed country on which the rainfall in Ethiopia was greater than all countries in the region, Ethiopians only needed smart people to utilize their rain water and enhance their life standard.
As his eminence, I believe any natural resources in Ethiopia belong to Ethiopians and it is their God given right to do what ever they wants without fearing any arm twisting or blackmail from third countries including Egypt, having said that, I can't help to understand the argument which was brought by Egyptians that Ethiopians unlike the Egyptians are low IQ because until the construction of the renaissance dam, they haven't even utilize and exploited their God given right 2% of its potential.
For instance, Lake Tana is considered the source of the water yet if you view Lake Tana, there is no tourist attraction, the only thing you view is village people with primitive tiny tiny boats while Aswan and other cities and regions of Egypt on which the niles crosses through is it is full of Yacht and other economic activities. the question is why?
The low IQ Southerners, when they are unable to utilize and exploit a natural resources which have been with them for thousands of Years, what change are they going to make with a sea outlet? a natural resources which they dont have any clue how to utilize?
