የትራንስፖርት እና ሎጂስቲክስ ሚኒስትሩ ዓለሙ ስሜ ይፋ ያደረጉት እና በነዳጅ የሚሠሩ የቤት አውቶሞቢሎች ወደ ኢትዮጵያ እንዳይገቡ የሚከለክለው የመንግሥት ውሳኔ በተሽከርካሪ ገበያው ሥጋት እና ግራ መጋባት ፈጥሯል። ዶክተር ዓለሙ ውሳኔውን የገለጹት ጥር 20 ቀን 2016 በሕዝብ ተወካዮች ምክር ቤት የከተማ መሠረተ-ልማት እና የትራንስፖርት ጉዳዮች ቋሚ ኮሚቴ ፊት ቀርበው የመሥሪያ ቤታቸውን የ6 ወራት የሥራ አፈጻጸም ባቀረቡበት ወቅት ነው።

“ማንኛውም የቤት አውቶሞቢል የኤሌክትሪክ ካልሆነ ወደ ኢትዮጵያ እንዳይገባ መንግሥት ውሳኔ አስተላልፏል” ሲሉ ዶክተር ዓለሙ ለቋሚ ኮሚቴው አባላት ተናግረዋል። መንግሥት ውሳኔውን ካሳለፈባቸው ምክንያቶች አንዱ የኢትዮጵያን የነዳጅ ወጪ ለመቀነስ ነው። ሀገሪቱ በ2015 ነዳጅ ለመሸመት 4.1 ቢሊዮን ዶላር ወጪ አድርጋለች። ይኸ ከዕቃዎች የወጪ ንግድ ካገኘችው ገቢ በ500 ሚሊዮን ዶላር ገደማ የላቀ ነው።

የጠቅላይ ሚኒስትር ዐቢይ አሕመድ መንግሥት ላሳለፈው ውሳኔ ሁለተኛ ገፊ ምክንያት በተሽከርካሪዎች አማካኝነት የሚደርሰውን የአየር ብክለት መቀነስ ነው። “አዳዲስ ወደ ሀገር ቤት የሚገቡ፤ ሀገር ውስጥ የሚገጣጠሙም የኤሌክትሪክ ብቻ እንዲሆኑ አቅጣጫ ተቀምጧል” ያሉት ዶክተር ዓለሙ ውሳኔው የአየር ብክለትን በመቀነስ ረገድ “የሚያመጣው ለውጥ አለ” ሲሉ ተደምጠዋል።

ወደ ኢትዮጵያ ከሚገቡ ተሽከርካሪዎች አብዛኛዎቹ ለግለሰቦች ጥቅም የሚሰጡ መሆናቸውን የጠቀሱት ሚኒስትሩ “እነዚህን መቀነስ ማለት በአየር ብክለት ላይ የሚደርሰውን ተጽዕኖ በእጅጉ ይቀንሳል” ሲሉ ተናግረዋል።

በነዳጅ የሚሠሩ ተሽከርካሪዎች ወደ አገር ውስጥ እንዳይገቡ ሙሉ በሙሉ አለመከልከሉን ሪፖርተር ያነጋገራቸው የገንዘብ ሚኒስቴር ከፍተኛ ኃላፊ ተናገሩ፡፡

የገንዘብ ሚኒስቴር ከፍተኛ የሕግ አማካሪ አቶ ዋሲሁን አባተ እንደገለጹት፣ በነዳጅ የሚሠሩ ተሽከርካሪዎች አገር ውስጥ እንዳደይገቡ በመከልከል የኤሌክትሪክ ተሽከርካሪዎች ብቻ እንዲገቡ የሚፈቅድ ምንም ዓይነት መመርያም ሆነ ውሳኔ የለም፡፡

በገንዘብ ሚኒስቴር በኩል እየተከናወነ ያለው ሥራ የኤሌክትሪክ ተሽከርካሪዎች እንዲገቡ ለማበረታታትና በነዳጅ የሚሠሩት ደግሞ በብዛት እንዳይገቡ ተስፋ ለማስቆረጥ፣ የኤክሳይስ ታክስ አዋጅ የተደነገገበት ሁኔታ መኖሩን አቶ ዋሲሁን ተናግረዋል፡፡

ከውጭ የሚገቡ ምርቶችን ማገድ በዓለም የንግድ ድርጅት ሕግ መሠረት የማይቻል በመሆኑ፣ የአገሪቱን የቀረጥ ሥርዓት በመጠቀም ኢኮኖሚ ለማሳደግ የሚጠቅሙትን ማበረታት፣ ጎጂ የሆኑትን ደግሞ እንዳይስፋፉ የማድረግ ሥራ እየተከናወነ ነው ብለዋል፡፡

የኢትዮጵያ ብሔራዊ ባንክ ጥቅምት 4 ቀን 2015 ዓ.ም. ይፋ እንዳደረገው ወደ አገር እንዳይገቡ ክልከላ ከተደረገባቸው 38 ምርቶች ውስጥ ተሽከርካሪዎች ይገኙበታል፡፡ ከሞተር ነክ ምርቶች የቤት አውቶሞቢሎችና ባለሦስት እግር ተሽከርካሪዎች የተካተቱ ሲሆን፣ ይህ ዕገዳ በኤሌክትሪክ የሚሠሩ ተሽከርካሪዎችን አላካተተም ነበር፡፡

Thank you very much indeed for the opportunity to ask the Assistant Secretary of State a question. I came to this a little late, so apologies if someone's asked it already. But I'd like to ask your reaction to the announcements between Ethiopia and the self-declared government of Somaliland to sign a memorandum of understanding whereby if Ethiopia would lease a naval base on the Red Sea close to the port of Berbera for 50 years in return for the formal recognition of Somaliland as an independent state. I know the State Department has said that you recognize and reaffirm the territorial integrity and sovereignty of Somalia, but that could be a legalistic point, because Somalia and Somaliland received full recognition and independence, separately, for six days.

But my key question, Assistant Secretary of State, is: What's your reaction to the statement by President Hassan Sheikh Mohamud and the prime minister of Somalia and other members of the government, in the federal Government of Somalia, that say that the threat of the recognition of Somaliland, that they see as a part of Somalia, is more of a danger to Somalia and the people of Somalia than al-Shabaab? Do you agree with that statement?

ASSISTANT SECRETARY PHEE: The United States shares the view of the African Union, IGAD, and other international organizations, as well as the majority of African partners on the continent, that Somalia's sovereignty and territorial integrity need to be respected. We share a concern that this proposed memorandum of understanding could be very disruptive to our shared struggle, which includes Ethiopian investment over years against al-Shabaab and its negative impact on the people of Somalia. And we support conversations between the peoples of Somalia and Somaliland about their shared future.
