The United States shares the view of the African Union, IGAD, and other international organizations, as well as the majority of African partners on the continent, that Somalia’s sovereignty and territorial integrity need to be respected. We share a concern that this proposed memorandum of understanding could be very disruptive to our shared struggle, which includes Ethiopian investment over years against al-Shabaab and its negative impact on the people of Somalia. And we support conversations between the peoples of Somalia and Somaliland about their shared future.
Please note, she didn't say that she supported conversations between Ethiopia's clowns and Somalia!

That is not a surprise. The rules of sovereignty are the absolute. No surprises there.

Impossible to raise Somalia from the ashes. It is improbable to breath life into the evaporated Somalia after 33 years.

Yet 80% of its population are not living in slums, neither is it leading the world in toilet scarcity, nor are three quarters of its population lacking clean drinking water, like Ethiopia. How is that!

So true.
Both the US and the UK have spent billions in respect of Somalia to lift it up to finalise their interests in Somalia. Therefore, they won't allow a stupid clown to mess with it. Their aim in Somalia goes way beyond fighting Al Shabab.
