Ethiopia's Need For A Navy Justified

No single person in their right mind buys the daydream that a naturally landlocked country necessarily needs to have a navy, when:
* 80% of its urban population are living in slums.
* 80% of the population of its capital are still living in slums.
* 93% of its population are lacking safe lavatory, defecating in the open and leading the entire world in toilet scarcity.
* 89 million of its population are not having access to clean water. That is more than three quarters of its population.
* 90% of its children are lacking access to basic sanitation.
* 38 million of its population are being fed with international humanitarian food aid.
* Foreign aid is being its major physical capital accumulation.
* Foreign aid is the main media of its government's revenue.
* It's synonymous with famine in the minds of people across the globe.
