Memorandum with Somali Land. Memorandum is just a memorandum. It does not carry any legal obligation for it was an agreement signed with unrecognized region that belongs to Somalia. Here is what he could have done. By signing a contract he could have recognized the sovereignty of Somali land, there by adding international legality to the contract. Or, he could have it kept it secret memorandum up until Ethiopia officially recognizes Somali Land. However, announcing to the public prematurely , all he has shown is his immaturity. He wanted unwarranted adolation and admiration from the Ethiopian people based on false hope.He has tested the water now. It is very hot. Would he recognize Somali Land ? That is a billion dollar question. We will see. Abere perhaps can set up survey on this.
