Is she the new Gayle Smith, the CIA agent who had spent time with the TPLF in the Dedebit jungle in the 1980's and hired them as mercenaries-of-food-aid? :P :P She later became the administrator of USAID.

USAID was basically ChigrayAID in those days. The picture of the Agames shows how thrilled they were to have a white person visiting them. They were prancing like little kids.
