Mesay doesn’t make sense. Somalia is in no position to start war with Ethiopia and if anything Al-Shabab will send few hundred fighters. All the threat coming from Somalia can be stopped by the Somali region Liyu Hail. If Somalia somehow manages to assemble a capable army, it will first go after Simaliland to control the northern region and not start war with Ethiopia. Somalia currently can do neither.
The more plausible reason for the pullout is because ENDF soldiers are tired of fighting, their moral is also very low causing a mass defection. Abiy wants to stop the defection as getting new recruits has become very challenging.
