This is all about the UAE being in search of a naval base on the Red Sea and the surrounding area.
Since Somalia rejected the UAE's proposal for having a naval base in Berbera a good few years ago, the UAE has since been trying hard to achieve this through Ethiopia.
And since Ethiopia owes substantial debts to international creditors and that it has not even been able to pay the interests alone and has defaulted on its foreign debts since last December, as it failed to meet the deadlines, and has finally become the latest African nation to default, it cannot claim in front of its international creditors, donors, and food aid donors that a naval base is essential for Ethiopia.
Therefore, it has to claim around and rehearse to everybody that it's looking for a port for its ever growing poor population, and people find this logical.
When in reality, Ethiopia is looking for a coastal land for naval bases for both the UAE and itself, financed by the UAE behind the curtains.
And this clown thinks he's fooling everyone, when in reality he's only fooling his own dirty ar.se.
