Addis Ababa Police is a scum

why is that?

if anyone ask how a police officer in Addis Ababa Police become commissioner or commander, definitely he will be amazed. I have seen everything what is just going happening there.
By the way, the hierarchical rank is as follows:
Sagin- inspector- commander- Commissioner
But each rank has few stages to reach the next ranks, for example to be inspector, one has to go through the following: deputy Sagin- Sagin- Chief Sagin- Assistant Inspector- Deputy Inspector- inspector.
But the amazing thing is that, how did they get their rank?
All I saw is- just enough waiting two or three years to have the next rank, for example a Sagin to be Chief Sagin, he just need to wait two years. That is all.
In similar way any police officer to be a commander, he has to wait years, it is just simple like that.
In contrary, a person to be a doctor, he has to pass many tedious stages that needs credentials. He needs to have a degree, master, a phd degree. And a result, if a doctor boasts, it is OK but if a commander boasts, it doesn't make sense.
