In fact, it is not a lack of knowledge in English language that is annoying in this matter. The fact that he claims to be an academic and yet time and time again proves the opposite without being ashamed is surprising to me.

If a PHD can be earned with such a level of English proficiency in Ethiopia, it should also be awarded at the end of the first year of secondary school/high school.
