Can Abiyot Ahmed's Seamen (naval soldiers) Swim?

It would be a huge joke if you have sailors who can't swim? And where do they train them? Perhaps, Abiyot is planning to build a canal from the Indian ocean to Oromia for his Navy! It is difficult to know what a dimwit conjures!
