I thought he had a honorary doctorate and not a doctorate degree/earned degree.

There's no way one can honestly earn a doctorate degree with such a basic English anywhere in a western country where the teaching language is English.

I can't say for sure, for I simply don't know. But how can a person get a Ph.D. without a record of high school and Masters degree? My guess is, that he may have completed his 'education' assignments through distance learning. The problem is, even then, he should have received some sort of certification (diploma) for veracity. If not he must have bought fake diplomas like many of his Ethiopian compatriots have reportedly done.

The government of Ethiopia has spotted more than 200,000 fake degree certificates, the majority of which are offered to government officials.

The country’s Higher Education Relevance and Quality Agency on Saturday announced about the fake certificates and called for invalidation by the country’s Ministry of Education.

Ethiopia has become like India, with so many fake universities selling fake degrees of all sort of academic disciplines.
