Pretoria Agreement is not 100% workable without Welkayt Asmelash Comittee Leader Demeke Zewdu who should be apart of the table peace talks.
the 1 year old Pretoria Agreement should be updated carefully and allow Demeke Zewdu and other Amhara leaders in the peace talks

Does the Federal Gov't have to always be between Amhara & Tigray?
you know this empowers 4kilo
so Demeke Zewdu need to change their acts and talk with Mekele in PeaceTalks. Welkayt and Welega are now synonymous for ethnic cleansing this ruins type of mistake ruins Ethiopia as a country

The question is, who is the governor of Welqait? Is is Demeke Zewudu, so neither Abiy nor Getachew Reda has power over Welqait. If they had power, Welqait was given effective immediately after the so-called Pretoria Western baked cookie
