THE STORY OF ጨልቀባ ጫልሲሳ & ጦይባ ያሲን አሊ: THE EPITOME OF GOVERNMENT EMPOWERED CULTURE OF CORRUPTION
This is the story an Ethiopian Commercial Bank officer (ጨልቀባ ጫልሲሳ) and his victim (ጦይባ ያሲን አሊ and her daughter). ጦይባ’s daughter is sick and in need of urgent medical attention. An Ethiopian businessman gave ጦይባ one million Birr to help cover her daughter’s medical expenses.
ጦይባ deposited the money at EBC. She has been withdrawing the money as needed to pay for her daughter’s medical expense. There was 530,290 left in the account. Without ጦይባ 's knowledge or consent, ጨልቀባ transferred 530,000 of the remaining 530,290 Birr, leaving ጦይባ and her daughter 290 Birr.
When ጦይባ found out ጨልቀባ admitted via text that he was the one who stole her money. ጦይባ reported to the Bank including the text evidence.
No one took action against him. Inexplicably, the EBC told ጦይባ that there is nothing they could do to help her. They sent her a letter, stating if she needs her money, she has to take ጨልቀባ to court. Mind you she did not deposit the money with ጨልቀባ. She deposited it with EBC. And he is an EBC officer with access to her account.
ጨልቀባ was allowed to work one full week after she reported the matter with EBC management. ጦይባ’s daughter was supposed to have surgery six months ago. The surgery is on hold because the fund has been depleted by an EBC officer.
